Laura Duncan is an Associate in the San Francisco office of Beveridge & Diamond, P.C., with a broad environmental practice encompassing regulatory compliance, counseling, and litigation.  A significant portion of her practice involves advising clients on worldwide market access regulations for products, restricted materials in the U.S., Asia and Europe, product packaging and labeling requirements, the U.S. Lacey Act, California’s Proposition 65, consumer product safety issues under the CPSIA, nanotechnology, and product take-back/recycling.  She also does substantial work related to environmental reporting, release response, and hazardous waste management under the Resource Conservation Recovery Act (RCRA), the California Hazardous Waste Management Act, and international agreements covering the transboundary management of hazardous waste.

Ms. Duncan has helped clients respond to investigations by state, regional and federal agencies.  She also works with clients to conduct focused risk assessments and internal audits on restricted chemicals, product compliance, supply chain due diligence and hazardous waste characterization/management.  She actively monitors and drafts comments on legislative and regulatory developments related to climate change, California Green Chemistry, emerging chemical listings/restrictions and Extended Producer Responsibility.  Ms. Duncan speaks at industry events, provides client training on environmental compliance and assists clients in developing environmental management systems.

Ms. Duncan received her legal degree from the George Washington University Law School (J.D., with Honors, 2002) and her undergraduate degree from the University of Arizona (B.A., summa cum laude, 1997).  While in law school, Ms. Duncan was a member of The Environmental Lawyer law journal and worked in the environmental law department of a large D.C. law firm, where she focused on U.S. and international chemical, trade, and product labeling issues.

Ms. Duncan is a member of the State Bar of California and the Virginia State Bar.  She is admitted to practice before the U.S. District Court for the Northern District of California and the U.S. Court of Appeals for the Ninth Circuit.
