Toren maintains a diverse environmental practice, which includes experience with the Comprehensive Environmental Response, Compensation, and Liability Act, the Resource Conservation and Recovery Act, the Clean Air Act and the Clean Water Act, nuisance, and state environmental law litigation matters.

During his time at William & Mary Law School, Toren clerked at the Environmental Protection Agency's Office of Enforcement and Compliance Assurance, Water Enforcement Division, where he researched and wrote memoranda involving the calculation of civil penalties under the Oil Pollution Act, reviewed and provided guidance regarding examples of EPA’s use of joint CERCLA and CWA authority, and researched and wrote memoranda regarding statute of limitations of continuing CWA violations. He also clerked at the National Center for State Courts. Toren served as Executive Editor of William & Mary Environmental Law and Policy Review; as a research assistant and law clerk for the Virginia Coastal Policy Clinic; and as Co-President of the Student Environmental & Animal Law Society.

Prior to attending law school, Toren worked as a paralegal in Beveridge & Diamond’s litigation practice group.
