Amy Lincoln is a Principal in Beveridge & Diamond, P.C.'s San Francisco office, and is Co-Chair of the Firm's Air Practice Group. Her practice is focused primarily on the Clean Air Act and comparable state laws. In both regulatory and litigation matters, Ms. Lincoln has represented petroleum refiners, food processors, air carriers, the chemical industry, telecommunications firms, consumer products manufacturers, and others on a variety of air compliance, permitting, and enforcement issues, including New Source Review, air toxics, and EPA and state Title V operating permit programs. As part of her Clean Air Act practice, Ms. Lincoln regularly assists clients in setting up and conducting internal compliance reviews in advance of the submission of emissions and compliance reports to local, state, and federal agencies and has coordinated comprehensive environmental compliance reviews in anticipation of a sale or purchase of companies or assets. Her practice further includes guiding clients through voluntary Clean Air Act compliance audits and disclosures as well as agency-initiated audits, inspections, and information requests, which often require special treatment to protect proprietary information. While Ms. Lincoln has extensive experience working with federal regulations and in enforcement actions involving the Environmental Protection Agency, she also regularly advises clients on state air pollution control laws, with a special focus on California law. She has direct experience in 20 states and numerous localities, including the many air pollution control districts in California. In addition to Clean Air Act-related matters, Ms. Lincoln has also represented multinational corporations, major trade associations, and municipalities on a variety of compliance, enforcement, and counseling matters involving the Occupational Safety and Health Act (“OSHA”), hazardous materials transportation, and the Safe Drinking Water Act. Ms. Lincoln received her legal degree from the University of Virginia School of Law (J.D., 2002). While attending the University of Virginia, Ms. Lincoln clerked for the Environmental Protection Agency's Office of General Counsel in Washington, D.C. and the Southern Environmental Law Center in Charlottesville, Virginia. She received her undergraduate degree from the University of North Carolina at Chapel Hill (B.A., 1998), where she was a member of the school's NCAA Division I National Champion Women's Soccer Team. Ms. Lincoln is admitted in the District of Columbia, Virginia and California.
