Mr. Hagen has represented clients on matters arising under numerous international environmental agreements, including: the Stockholm Convention on Persistent Organic Pollutants (POPs); the Biosafety Protocol to the Convention on Biological Diversity; the Basel Convention and the OECD system governing the transboundary movement of hazardous wastes and recyclables; the Framework Convention on Climate Change and the Kyoto Protocol; the CITES Convention; the Montreal Protocol; and various marine conservation accords.

He has also counselled multinational financial institutions, lender groups and various industry sectors on the environmental and social requirements and performance standards governing large infrastructure and energy projects. His work has included advising governments in Asia, Africa and the Middle East on the drafting of environmental and natural resources legislation.

Mr. Hagen's domestic environmental practice includes counseling on a range of environmental compliance and enforcement matters, with an emphasis on release reporting and Right-to-Know issues.
