Former American Coatings Association Counsel Tim Serie Joins B&D

Beveridge & Diamond welcomes Timothy Serie, former American Coatings Association (ACA) Counsel, to our Washington, DC, office as an Associate. Tim, who served since 2011 as Counsel at ACA, brings significant experience with chemical, product, and environmental regulatory matters and advocacy. 

Highlights of his career with ACA include:

  • Representing the paint and coatings industry in the administrative rulemaking process and with respect to agency actions such as:
    • U.S. Environmental Protection Agency’s (EPA's) Definition of Solid Waste rule.
    • The South Coast Air Quality Management District’s coatings volatile organic compounds (VOC) regulations.
    • California’s Safer Consumer Products regulations.
    • Occupational Safety and Health Administration’s 2012 Hazard Communication Standard.
    • Health Canada’s Hazardous Products Regulations.
  • Drafting legal and technical comments on proposed regulations and developing the administrative record for future potential challenges.
  • Advising members of the paint and coatings industry on regulatory developments and compliance with environmental and product regulations, including chemicals management, hazard communication, labeling, FTC's Green Guides on environmental marketing, VOC limits, Hazardous Air Pollutants (HAP) regulations, and private sector sustainability standards such as the Leadership in Energy & Environmental Design (LEED) rating system.
  • Managing outside legal counsel and considering legal options to challenge regulations and agency actions; Providing strategic legal advice to American Coatings Association’s management and membership.
  • Managing outside legal counsel in American Coatings Association, Inc. v. South Coast Air Quality Management District before the Supreme Court of California.

Prior to his role with ACA, Tim served as a law clerk in EPA's Office of Enforcement & Compliance Assurance, where he conducted research and drafted legal memoranda on the Resource Conservation and Recovery Act, the Toxic Substances Control Act (TSCA), and Clean Air Act compliance and enforcement, and assisted in the development of EPA’s proposed regulations for the Formaldehyde Standards for Composite Wood Products Act (Title VI of TSCA). During law school, Tim served as a judicial intern to Hon. Mary Ellen Barbera in the Maryland Court of Appeals.
