California and the World Ocean '06Implementing the Vision for Ocean and Coastal Protection California and the World Ocean '06 Karen M. Hansen and Peter J. Schaumberg will co-present a paper at the California and the World Ocean '06 conference in Long Beach, California. The presentation is entitled "New Rules for Development of Ocean Energy Resources" and will focus on the authority Congress recently provided to the Minerals Management Service, Department of the Interior, in the Energy Policy Act of 2005 to facilitate renewable energy production on the outer continental shelf ("OCS"), such as wind, wave or tidal energy, and alternative uses of existing facilities on the OCS (such as using oil & gas platforms for fish farming). The presentation will discuss the new statutory authority and the MMS rulemaking process underway to implement that authority, focusing on industry concerns regarding access, economic issues such as rents and royalties, and fair competition for the resources made available.
