B&D Welcomes Four New Attorneys

Beveridge & Diamond recently welcomed Jose Almanzar (New York), Andrew Eberle (San Francisco), Felicia Isaac (Washington, DC), and Zachary Pilchen (Washington, DC) as Associates.

Jose combines environmental litigation experience with his pre-law career as an environmental scientist. He maintains an active litigation caseload while counseling clients from various industries on a range of transactional and regulatory matters. He co-chairs the Environmental Justice Committee for the New York State Bar Association (NYSBA)’s Environmental & Energy Law Section and has been appointed to serve on the NYSBA President’s Task Force on Racism, Social Equity, and the Law. He regularly presents on EJ issues affecting New Yorkers.

Andrew joined the Firm following a two-year judicial clerkship for the U.S. District Court for the District of New Jersey. During internships at the Center for Biological Diversity and the U.S. Department of Justice, he researched and implemented legal strategies under the federal Endangered Species Act and the California Environmental Quality Act. A fluent German speaker, Andrew was a Transatlantic Fellow at Ecologic Institute, Berlin, where he researched national renewable energy laws, local content requirements, and their compatibility with international law.

Felicia has experience in civil and criminal enforcement under the Clean Water Act, Clean Air Act (CAA), and CERCLA, as well as in land use, environmental remediation and permitting, and property transactions. Before joining B&D, she worked as an Attorney Advisor at the Department of Energy, Felicia provided statutory analysis and guidance to senior Departmental management on issues pertaining to fiscal law, data privacy, ethics, constitutional law, and federal appropriations. She also advised Department officials on pending and proposed legislation developed by members of Congress or federal agencies and provided counsel on relevant Freedom of Information Act and Privacy Act litigation

Zach takes a goals-oriented approach to his client’s needs—with a focus on CAA matters but frequently drawing connections across environmental programs. Zach serves as the Deputy Chair of the firm’s Air & Climate Practice Group.  He joined B&D from EPA’s Office of General Counsel, where he advised EPA policymakers on the development of air pollution and climate change regulations under the CAA. In addition to his EPA experience, Zach spent two years detailed to the U.S. Senate Committee on Environment & Public Works—first on a fellowship through the Brookings Institution, and later as an executive branch detailee.
