Mark Duvall Discusses Future of Plastics Pyrolysis Regulation with Chemical & Engineering News
Principal Mark Duvall (Washington, DC) spoke with Chemical & Engineering News (C&EN) about federal legislation that could affect the regulatory landscape for plastics pyrolysis.
In “The Plastics Pyrolysis Policy War May Soon Spill Into the States,” C&EN examines the evolving federal and state regulation of plastics pyrolysis, including H.R. 7502, the Recycled Materials Attribution Act of 2026.
Mark noted that while H.R. 7502 defines “non-mechanical recycling,” it does not expressly tie that definition to the Clean Air Act, making it unclear whether the legislation would substantially affect how pyrolysis units are regulated. “It might be somewhat influential, but I don’t know that there’s a lot there because it’s really addressing a different issue,” Mark said.
