The article focuses on the so-called “polluter pays” Superfund tax model currently being discussed in Congress and the ongoing debate regarding who should pay to clean up contaminated sites. Steve commented that, because private industry is already paying for the bulk of Superfund site cleanups and much of the funding to be raised by the proposed taxes would be spent on abandoned sites where liable parties have not been identified or no longer exist, "to call it a 'polluter pays' tax is really inappropriate, because the entities paying the tax have no connection to the sites where a lot of the money will be spent."
