Alex has represented clients in investigations and enforcement actions by the U.S. Environmental Protection Agency (EPA), state environmental agencies, and energy regulators. He has supported investigations following significant environmental incidents and assisted with consent decrees and settlement negotiations to resolve environmental liabilities. He has also helped prepare clients for congressional and state hearings and contributed to hearing preparation in federal court, including matters involving a proposed consent decree.

In addition to his enforcement work, Alex advises clients on environmental due diligence and compliance in complex business transactions. He assists with identifying and managing risks under major federal statutes, including the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), which governs liability for the cleanup of contaminated sites, as well as the Clean Air Act and Clean Water Act. His practice also includes counseling clients on permitting and land-use issues under federal and state environmental review laws such as the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA), supporting environmental, social, and governance (ESG) audits, and helping companies develop practical strategies to address regulatory, compliance, and environmental justice considerations in a rapidly evolving legal landscape.
