Blake helps clients navigate environmental compliance, permitting, and enforcement under the Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, and state counterparts. He helps guide clients through the entire life cycle of a project, including permit acquisition, regulatory compliance, enforcement actions, and decommissioning. He represents clients in both administrative and judicial proceedings at all stages of environmental disputes, against both private plaintiffs and government agencies.

His experience includes high-stakes matters such as helping represent a major oil and gas company in a consolidated enforcement action brought by the State of Texas involving air emission events spanning multiple years. He also has experience with contested case hearings, class actions, and rule challenges.

Blake maintains an active pro bono practice handling immigration/asylum and other federal litigation matters.

Prior to joining Beveridge & Diamond, Blake worked as an Assistant County Attorney in the Harris County Attorney’s Office, working on state and local enforcement of air, water, and waste laws and regulations.

During law school, Blake gained experience through clerkships with the Environmental Integrity Project, ACLU of Texas, and Texas Rio Grande Legal Aid. He also participated in the Environmental Law Clinic at The University of Texas School of Law, representing a community group in the early stages of a Safe Drinking Water Act citizen suit.

Before law school, Blake was a Teach for America corps member in Dallas, where he taught environmental systems and Pre-AP biology.
