Biography

Claire helps clients manage environmental risk across litigation, enforcement, and regulatory compliance matters, with a particular focus on California air quality and environmental justice issues.

Claire advises clients across a multitude of sectors on environmental litigation and regulatory compliance, with a particular focus on California air quality issues. She has experience handling complex enforcement matters, including those involving site remediation and compliance with federal and state environmental laws. Her experience spans the California Environmental Quality Act (CEQA), the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the Clean Water Act (CWA), Proposition 65, climate disclosure frameworks, environmental tort claims, and state and local air quality regulations. While she primarily helps clients navigate California’s intricate air quality regulatory landscape, she is well versed in other key regulatory schemes, including water quality and toxic exposure requirements. Claire helps clients address enforcement risk, remediation obligations, and compliance strategies across multiple environmental programs. Claire also advises companies on integrating environmental justice, environmental, social, and governance (ESG), and biodiversity considerations into their business operations.

Claire authored her LL.M. thesis, “Queering the Right to a Healthy Environment,” which she presented at multiple forums, including the 2022 IUCN Academy of Environmental Law Conference in Brisbane, Australia.

Claire gained early environmental litigation experience through internships with the New York State Attorney General and in the nonprofit sector. She also interned with organizations focused on international environmental diplomacy, international criminal law, and reproductive justice.

As an undergraduate at the University of California, Davis, Claire was the co-founder and manager of Environmental Justice for Underrepresented Communities, where she led initiatives to advance environmental justice education and support underserved communities.
