EPA Enforcement Update: "Compliance First" Priorities and What They Mean for Industry

The U.S. Environmental Protection Agency’s (EPA) Office of Enforcement and Compliance Assurance (OECA) issued a memorandum emphasizing a “compliance first” policy in all existing and future compliance and enforcement matters. Join us on April 22nd in Beveridge & Diamond's Washington, DC office for a fireside chat with EPA’s Assistant Administrator for Enforcement and Compliance Assurance Jeffrey A. Hall, as well as Beveridge & Diamond's John Cruden, as they discuss implementation of the policy, expectations for industry, and best practices for entities engaging with EPA. The American Chemistry Council is a co-sponsor of this event.

Jeffrey Hall was confirmed as Assistant Administrator of OECA in December 2025. Prior to his confirmation, Mr. Hall served as a Senior Advisor to Administrator Zeldin on enforcement matters. As Assistant Administrator, Mr. Hall leads national efforts to enforce environmental laws and ensure compliance, including coordinating with states to implement new enforcement strategies. Before joining EPA, Mr. Hall was a partner at a law firm in Virginia, where he handled a wide range of cases including environmental, administrative law, criminal and complex civil litigation, and other legal matters. He also held several positions at the Department of Justice over the course of seven years, including Senior Counsel to the Associate Attorney General, Policy Counsel for the Assistant Attorney General for the Civil Division, and Appellate Attorney in the Environmental and Natural Resources Division. Earlier in his career, Mr. Hall worked as an antitrust and securities attorney at a Washington, DC law firm and clerked for the Ninth Circuit Court of Appeals.

Principal John Cruden (Washington, DC) will join Mr. Hall for the fireside chat. For more than two decades, John served as Assistant Attorney General on environment and natural resource matters at the United States Department of Justice, where he supervised some of the department’s most significant litigation. At B&D, John provides strategic counsel on high-stakes environmental and natural resources litigation, civil and criminal enforcement, and compliance.
