Biography

Peter represents clients in complex environmental and administrative litigation.

He helps clients facing high-stakes claims with far-reaching implications in multiple jurisdictions and issue areas.

At Beveridge & Diamond, Peter focuses on motions practice, discovery, and strategic case development. Examples of his work include a motion for summary judgment in California state court and motions to dismiss in federal and state courts in California. Peter also led the drafting of a successful motion to dismiss in Massachusetts federal court regarding an emerging contaminants case. He has drafted advocacy letters to encourage pre-suit negotiations with federal agencies and helped Principals prepare for oral argument before the Federal Circuit. Moreover, Peter’s legal research has helped to disarm novel Endangered Species Act  (ESA) claims and untangle the nuanced regulations applicable to drones operating within U.S. Department of Defense-controlled airspace.

Outside the courtroom, Peter is building experience in regulatory counseling on infrastructure and energy issues, with a particular focus on nuclear energy, waste management, and stormwater management.

Peter maintains an active pro bono practice at B&D focused on tenant rights. Through this work, he has rapidly gained experience working directly with clients, guiding them from pleadings through mediation and, if necessary, an eventual jury trial. His two most recent victories involved securing full dismissal and obtaining a credit for his client that eliminated her outstanding debt, leaving a considerable surplus. In another recent matter, he obtained a complete dismissal within 48 hours of entering his appearance.

Before joining B&D, Peter built a bedrock understanding of federal pleadings, motions practice, and trials by clerking at both levels of the federal trial courts. He drafted over 40 substantive judicial orders—including an 86-page merits order addressing claims under the Clean Water Act's dredge-and-fill permitting, the National Environmental Policy Act (NEPA), and the ESA. He also assisted with ten settlement conferences, two jury trials, and co-presented a CLE on best practices for drafting jury instructions.
