Former Chief of EPA Waste Enforcement Branch Lynne Davies Joins B&D, Enhancing Hazardous Waste, RCRA, Enforcement Capabilities
Beveridge & Diamond (B&D) proudly welcomes Lynne Davies to the firm’s Washington, DC office as Of Counsel. Bringing more than 15 years of distinguished experience in environmental enforcement, compliance, and policy at the U.S. Environmental Protection Agency (EPA), Lynne’s arrival will enhance B&D’s capabilities to advise clients on high-stakes Resource Conservation and Recovery Act (RCRA) hazardous waste, emerging contaminant, and coal-combustion residuals enforcement and compliance matters across industry sectors.
Most recently, Lynne served as Chief of the Waste Enforcement Branch in EPA’s Office of Enforcement & Compliance Assurance. In this role, she led cross-disciplinary teams of attorneys, scientists, and inspectors in nationally significant investigations under RCRA and related laws. Her leadership yielded significant outcomes, including securing more than $500 million in financial assurance from phosphate fertilizer manufacturers and negotiating major consent decrees involving RCRA, the Clean Air Act, and other environmental statutes. Lynne also oversaw critical compliance efforts to reduce carcinogenic emissions and protect impacted communities.
Earlier in her EPA career, Lynne served as Assistant Regional Counsel in EPA Region 10, managing key RCRA, Clean Air Act, and TSCA matters across the Pacific Northwest. She successfully negotiated compliance orders addressing landfill air emissions and secured financial assurance agreements for PCB waste management at a nuclear facility. Lynne also worked as an Attorney-Advisor in the Office of Civil Enforcement, where she played a central role in high-profile litigation—including RCRA, False Claims Act, and Safe Drinking Water Act actions—and helped negotiate multi-region bankruptcy settlements that resolved billions in environmental liabilities.
Beyond enforcement, Lynne contributed to pivotal policy and legislative initiatives, advising on TSCA reform, e-waste regulation, climate change policy, and the Basel Convention.
“We are delighted to welcome Lynne to B&D,” said Beth Richardson, Principal and co-leader of B&D’s Waste and Hazardous Waste practices. “Her deep and unique understanding of environmental enforcement and compliance investigations will strengthen our capabilities to help our clients navigate RCRA compliance and enforcement nationwide.”
Lynne commented, "I am excited to join Beveridge & Diamond, a firm with unmatched experience in environmental law and enforcement and a deep bench of former government lawyers. I look forward to working with my colleagues to help clients anticipate and navigate EPA priorities, minimize enforcement risks, and implement effective, practical compliance solutions."
Beveridge & Diamond's Waste and Recycling practice assists clients in a range of industrial sectors with solid and hazardous waste regulatory issues under RCRA, its state counterparts, international treaties, and the laws and regulations of countries around the world. We regularly help clients in classifying their wastes as hazardous or non-hazardous, as well as in determining whether materials are wastes in the first instance and in assessing the potential applicability of regulatory exclusions or exemptions. We have been lead counsel in many cases challenging key portions of EPA’s definition of solid and hazardous wastes under RCRA, and defend companies in related enforcement actions. We have also been actively involved in corrective action issues at numerous hazardous waste facilities.
