Biography
Lynne is a former Chief of EPA’s Waste Enforcement Branch and advises clients on compliance, enforcement, and liability issues under RCRA and related statutes.
With more than 15 years of experience working in environmental enforcement and compliance, Lynne is excited to represent clients in complex multi-disciplinary investigations, as well as to counsel clients on the evolving federal hazardous and solid waste regulatory landscape.
At the U.S. Environmental Protection Agency (EPA), Lynne advanced federal initiatives under cornerstone environmental laws. Most recently, she served as Chief of the Waste Enforcement Branch in EPA’s Office of Enforcement & Compliance Assurance, where she led a team of attorneys, scientists, and inspectors on nationally significant hazardous waste enforcement matters.
As Chief of the Waste Enforcement Branch, Lynne directed complex investigations—including traditional hazardous waste matters, technical assessments of coal ash impoundments, and evaluations of emerging contaminant migration, such as PFAS. Her leadership produced landmark results, such as securing over $500 million in financial assurance from phosphate fertilizer manufacturers and negotiating consent decrees resolving alleged violations of the Resource Conservation and Recovery Act (RCRA), Clean Air Act (CAA), and other federal statutes. She also oversaw compliance actions that reduced carcinogenic emissions and mitigated risks to surrounding communities.
Earlier in her EPA tenure, Lynne served as Assistant Regional Counsel in Region 10, where she handled RCRA, CAA, and Toxic Substances Control Act (TSCA) matters across the Pacific Northwest. She negotiated compliance orders addressing landfill air emissions, authored financial assurance agreements involving PCB waste, and resolved complex TSCA matters. As an Attorney-Advisor in the Office of Civil Enforcement, she played a central role in high-stakes EPA litigation and enforcement, including RCRA, False Claims Act, and Safe Drinking Water Act actions, and helped negotiate multi-region bankruptcy settlements resolving billions of dollars in environmental liabilities.
In addition to her enforcement work, Lynne advised EPA on policy and legislative initiatives involving TSCA reform, e-waste management, climate change, and implementation of the Basel Convention.
