Biography

Lia focuses her practice on complex environmental, commercial, and toxic tort litigation

She represents clients across waste management, transportation, and other industries in state and federal courts. Her litigation experience includes defending mass and class actions and citizen suits alleging environmental contamination, nuisance and personal injuries, as well as impacts from emerging contaminants like PFAS (per- and polyfluoroalkyl substances). Lia also assists companies and trade groups in challenging federal and state laws and regulations, and navigating challenges to permit approvals, breach of contract and other tort claims, and proceedings involving the transportation of waste by rail and federal transportation statutes, such as the Interstate Commerce Commission Termination Act (ICCTA) and the Federal Railroad Safety Act (FRSA).

Lia has obtained significant litigation outcomes, including defeating class certification in a putative class action alleging nuisance impacts from odors in Louisiana and obtaining dismissal of a contract claim alleging undisclosed contamination.

In addition to her litigation practice, Lia advises clients on environmental permitting and regulatory compliance matters. She guides companies on managing compliance obligations related to biosolids management under the Clean Water Act and navigating evolving regulations concerning PFAS and other emerging contaminants.

Lia previously served as a law clerk at the Superior Court of the State of Connecticut, where she conducted legal research for multiple judges and authored bench memoranda analyzing a wide range of legal issues.
