Biography
Lisa helps clients get projects built in Texas and beyond.
She advises clients on environmental law issues such as compliance, permitting, enforcement, litigation, acquisitions, auditing, and rulemaking. She also helps clients obtain permit authorization through Texas’ contested case hearing process to secure critical permit approvals for large-scale industrial and infrastructure projects.
Lisa started her environmental law career as an enforcement attorney in the Litigation Division of the Texas Commission on Environmental Quality (TCEQ), where she served as lead counsel for some of the agency’s most complex and high-profile air quality and multimedia enforcement actions. Lisa also played a key role in drafting statewide consolidated environmental enforcement legislation, now codified in Chapter 7 of the Texas Water Code.
An active member of the Texas legal community, Lisa currently serves as Chair of the Texas Bar’s Environmental and Natural Resources Law Section.
Lisa’s experience includes:
Regulatory
- Counseling clients on federal and Texas air, water, and waste regulatory requirements, guidance, and interpretations
- Managing and supporting environmental compliance audits and risk assessments
- Advising clients on Title V compliance matters
- Preparing comments and providing support on proposed rulemaking, legislation, and advocacy initiatives
Permitting
- Representing clients before TCEQ in applications for air, water, and waste permit applications for major industrial and energy projects
- Leading and supporting clients in contested case hearings before TCEQ and the State Office of Administrative Hearings (SOAH)
- Providing legal representation to obtain air and water permits for construction of a large-scale petrochemical complex
- Securing permit approval for critical emissions control upgrades for a major flare improvement project
- Developing and advocating air quality permitting strategies for chemical companies
- Representing clients in Class I underground injection control (UIC) well issues
- Collaborating with engineering, geology, modeling and toxicology experts related to air and waste issues
Enforcement & Litigation
- Representing industrial clients and businesses in environmental enforcement cases before TCEQ, the Office of the Attorney General of Texas, and the U.S. Environmental Protection Agency
- Representing a crude oil refinery involving air emission events before SOAH
- Counseling and assisting in regulatory and internal investigations
- Representing clients in Clean Air Act federal citizen suits
- Negotiating administrative orders, civil penalties, and complex enforcement agreements
Acquisitions
- Advising on environmental due diligence, post-acquisition obligations, and permit transfers in corporate transactions
- Assisting clients in navigating remediation work associated with post-acquisition and regulatory requirements
TPIA
- Evaluating and protecting confidential business information, including trade secrets and proprietary data under the Texas Public Information Act (TPIA)
- Developing strategies to minimize disclosure risk and safeguard confidential regulatory submissions
