Lisa advises clients on environmental law issues such as compliance, permitting, enforcement, litigation, acquisitions, auditing, and rulemaking. She also helps clients obtain permit authorization through Texas’ contested case hearing process.

Lisa started her environmental law career as an enforcement attorney in the Litigation Division of the Texas Commission on Environmental Quality (TCEQ) and served as lead counsel for some of the agency’s most complex and high-profile air quality and multimedia enforcement cases. Lisa also played a key role in drafting statewide consolidated environmental enforcement legislation, now codified in Chapter 7 of the Texas Water Code.

An active member of the Texas legal community, Lisa currently serves as Chair-Elect of the Texas Bar’s Environmental and Natural Resources Law Section.

Regulatory

• Counseling clients regarding air, water, and waste regulatory requirements, guidance, and interpretations
• Managing and supporting environmental compliance audits
• Advising clients on Title V compliance matters
• Preparing comments and providing support on proposed rulemaking, legislation, and advocacy initiatives

Permitting

• Representing clients before TCEQ in applications for air, water, and waste permit applications for major projects
• Leading and supporting clients in contested case hearings before TCEQ and the State Office of Administrative Hearings (SOAH)
• Providing legal representation to obtain air and water permits for construction of a large-scale petrochemical complex
• Developing and advocating air quality permitting strategies for chemical companies
• Representing clients in Class I underground injection control well issues
• Collaborating with engineering, geology, modeling and toxicology experts related to air and waste issues

Enforcement

• Representing industrial clients and businesses in environmental enforcement cases before TCEQ, the Office of the Attorney General of Texas, and the U.S. Environmental Protection Agency
• Counseling and assisting in regulatory and internal investigations
• Representing clients in Clean Air Act federal citizen suits
• Negotiating administrative and civil enforcement settlement agreements

Acquisitions

• Representing clients on various environmental issues in acquisitions, including diligence, post-acquisition obligations, and permit transfers
• Assisting clients in navigating remediation work associated with post-acquisition and regulatory requirements

FOIA/TPIA

• Evaluating and protecting confidential business information, including trade secrets, under state and federal public information statutes including the Freedom of Information Act (FOIA) and the Texas Public Information Act (TPIA)
