EPA Air Counsel Libby Pettit Joins Beveridge & Diamond, Strengthening Firm’s Air Capabilities

Beveridge & Diamond (B&D) is pleased to announce that Libby Pettit has joined the firm as Of Counsel in our Washington, DC and San Francisco offices. Libby joins the firm after serving as Assistant General Counsel for the Air Toxics Practice Group in U.S. Environmental Protection Agency’s (EPA) Office of General Counsel. At EPA, she managed a team of ten attorneys responsible for rulemaking and litigation under Clean Air Act (CAA) sections 112 and 129. She also oversaw matters involving National Emission Standards for Hazardous Air Pollutants, waste incineration rules, and other federal air toxics requirements.

Libby has extensive federal appellate litigation experience, having served as EPA counsel in cases before the Third, Sixth, Ninth, Tenth, and D.C. Circuit Courts of Appeals. She coordinated with the U.S. Department of Justice on challenges to agency actions and participated in EPA’s workgroup evaluating the implications of the Supreme Court’s Loper Bright decision for agency decision-making.

Beyond her CAA experience, Libby has worked on water quality standards, natural resources conservation, and environmental policy. As a Presidential Management Fellow, she held positions with EPA’s Office of Water, the U.S. Department of Agriculture’s Natural Resources Conservation Service, and NASA. At EPA’s Office of Water, she advised on water quality standards issues, rulemaking, and litigation, with a particular focus on the Pacific Northwest.

“Libby brings an exceptional combination of regulatory leadership and litigation experience to our team,” said Firmwide Managing Principal Marc Goldstein. “She has been at the center of some of EPA’s most complex air regulatory matters and understands both how these rules take shape and how they are challenged in court. Her perspective will be a tremendous asset to our clients, and we’re excited to welcome her to B&D.”

Libby’s arrival further strengthens B&D’s nationally recognized air practice, following the recent return of former EPA Senior Legal Counsel Zach Pilchen. She joins a long tradition of former senior federal and state government officials joining B&D, who bring invaluable regulatory and litigation experience to the firm.

“I’m excited to join B&D and work alongside attorneys who have such a deep understanding of environmental law,” said Pettit. “I look forward to applying my experience at EPA to help clients navigate evolving requirements and find practical solutions to complex challenges.”
