Parker Moore to Testify Before U.S. Congress on the Endangered Species Act and Marine Mammal Protection Act
Principal Parker Moore (Washington, DC) has been invited to testify before the U.S. House of Representatives Committee on Natural Resources during its February 26, 2025 hearing titled “Evaluating the Implementation of the Marine Mammal Protection Act (MMPA) and the Endangered Species Act (ESA)." Parker will testify based on his extensive experience counseling clients across the U.S. under both statutes for more than two decades.
Parker co-chairs B&D’s Natural Resources and Project Development Practice Group and the firm’s National Environmental Policy Act (NEPA), Wetlands, and Endangered Species, Wildlife Protection groups. Parker dedicates his practice to successful project development, advising clients nationwide on activities implicating NEPA, wetlands regulation, and federal and state species protection laws, including the ESA, MMPA, Migratory Bird Treaty Act, Bald and Golden Eagle Protection Act, and CITES. Parker is also a professionally trained wetlands and species ecologist with years of experience identifying wetlands, obtaining jurisdictional determinations from the U.S. Army Corps of Engineers, surveying for protected species, and drafting NEPA documents.
