Biography

Ning supports clients in transactional and regulatory matters.

Ning supports clients on regulatory and transactional matters, with a focus on air quality and emerging environmental issues. She enjoys working across diverse subject areas and learning about new technologies through her work. Her experience includes extended producer responsibility (EPR) programs, recycling initiatives, and air quality regulations related to stationary and mobile source compliance, as well as enforcement defense.

She also contributes to transactional projects, such as renewable power purchase agreements and voluntary carbon market participation, helping clients evaluate environmental considerations in energy procurement and sustainability initiatives.

Ning joined B&D after receiving her LL.M. from Stanford University in 2023. She has a particular interest in transportation, energy, and new technologies. While at Stanford, she interned with the California Public Utilities Commission, where she contributed to drafting rulings on electric vehicle supply equipment and researched critical energy and transportation issues, including autonomous vehicles.

Before joining B&D, Ning practiced law in Taiwan. She advised clients on administrative appeals and regulatory compliance, and assisted in drafting and negotiating contracts for energy projects. In addition, she supported international developers with due diligence and strategic considerations in energy-sector acquisitions.
