Megan Brillault and Megan Morgan to Present on Odor Nuisance Enforcement at AWMA Odor Management Conference

Principals Megan Brillault (New York) and Megan Morgan (Baltimore) will present "Where Perception and Proof Intersect: Quantifying the Qualitative in Odor Nuisance Enforcement," at the Air & Waste Management Association (AWMA)'s Odor Management: Principles, Policy, and Public Impacts Conference on May 12.

The program will examine how regulatory authorities determine when an odor complaint rises to the level of an actionable nuisance under state and local law. Using case studies from solid waste and industrial facilities, the panel will compare subjective assessments with objective tools such as field olfactometry, chemical monitoring, and dispersion modeling, and discuss how community perception can influence enforcement outcomes.
