B&D Expands Air, Enforcement Capabilities with Addition of Timothy J. Sullivan

B&D is pleased to welcome former U.S. Environmental Protection Agency (EPA) enforcement attorney Tim Sullivan to the firm. He has nearly two decades of experience navigating Clean Air Act judicial and administrative enforcement cases and compliance investigations, having most recently worked in the Air Enforcement Division within the Office of Civil Enforcement, a part of EPA’s Office of Enforcement and Compliance Assurance. Tim, who joins B&D as Of Counsel, will continue to practice in Denver while being affiliated with the firm’s Washington, DC, office, helping to better serve clients in the Mountain West and those in the upstream oil and gas industry.

“Tim’s depth of experience within EPA and experience handling matters that facilities face will benefit our clients across the country. His deep understanding of environmental regulations and enforcement align perfectly with our mission. Tim is another important piece of our growth strategy that includes other new hires from a variety of state and federal agencies,” said Firmwide Managing Principal Marc Goldstein.

During Tim’s tenure at the EPA, he played a pivotal role, overseeing Clean Air Act compliance investigations and high-profile enforcement cases. His notable achievements include cases such as U.S., et al. v. The Williams Companies, Inc., et al. and U.S. & The State of Colorado v. WES DJ Gathering LLC. Tim also managed the Clean Air Act fuels enforcement program, performed extensive work supporting the EPA’s National Enforcement and Compliance Initiative focused on oil and gas operations, and led Clean Water Act compliance investigations.

Tim is an active member of the American Bar Association’s Section of Environment, Energy, and Resources, having participated in the Section’s Leadership Development Program and Special Committee on Environmental Justice. Tim is also a member of the Foundation for Natural Resources and Energy Law.
