Biography

Elizabeth guides clients through regulatory compliance processes and enforcement matters.

Elizabeth assists clients with regulatory compliance issues concerning chemical substances under the Toxic Substances Control Act (TSCA) and similar international chemical regulations. She advises clients on preparing for TSCA inspections and defending against enforcement actions. She also has experience leading extensive voluntary compliance audits under EPA's Audit Policy and managing liability under penalty mitigation policies.

Before joining Beveridge & Diamond, Elizabeth worked as an Associate at a law firm where she counseled clients on regulatory compliance and enforcement matters under TSCA, as well as civil litigation and enforcement matters concerning the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). She also previously served as an Attorney-Advisor for the Pipeline and Hazardous Materials Safety Administration (PHMSA), Office of Chief Counsel, where she provided counsel on enforcement actions under the Pipeline Safety Act. In this role, she advised on pipeline safety investigations, enforcement actions, and policy matters. She adjudicated regulatory violations and negotiated Consent Agreements for adoption in Consent Orders against pipeline facilities.

Elizabeth's experience includes a tenure as a Legal Fellow at an environmental non-profit, where she drafted complaints for violations of environmental laws and represented environmental whistleblowers. While pursuing her J.D., Elizabeth was a Legal Extern for the Southern Environmental Law Center, where she analyzed potential regulations of hazardous chemicals under federal laws and contributed to litigation preparation. Elizabeth also held clerkships with the Washington Suburban Sanitary Commission and EPA, where she gained insight into environmental and administrative law matters.
