Biography

Julia’s practice focuses on a diverse mix of environmental litigation, enforcement defense, and regulatory advice.

Julia works on matters arising under a range of federal and state environmental laws and develops practical, defensible strategies aligned with client objectives. She represents clients from all sectors in high-stakes litigation and federal, state, and citizen enforcement actions. A significant portion of Julia’s litigation practice involves disputes arising under the Clean Water Act (CWA) and state water quality laws.

Julia also advises clients on regulatory compliance and risk management. She counsels on CWA permitting and related obligations, drinking water requirements, and emerging regulatory developments, helping clients navigate complex regulatory frameworks while managing operational and business risk.

Prior to joining B&D, Julia was an associate at a law firm in Washington, DC, where she assisted municipal clients with environmental permitting, water quality compliance, and litigation. She was a post-graduate legal fellow at the Natural Resources Defense Council (NRDC), where she developed advocacy on environmental justice and New York State regional issues, with a focus on CWA and Safe Drinking Water Act. Before law school, Julia worked as a legal assistant in the Native American practice group at a law firm in Seattle, Washington.

In law school, Julia participated in the Civil Litigation Clinic and the Environmental Law Practicum. She also interned for the U.S. Department of Justice, Environment and Natural Resources Division (Natural Resources Section), NRDC, and the Honorable Allison D. Burroughs of the U.S. District Court, District of Massachusetts.
