Biography

Julius maintains a national litigation and counseling practice, advising clients on high-stakes matters.

He represents clients in various industries in complex civil litigation and enforcement actions. His litigation practice primarily focuses on issues with an environmental nexus, representing clients in citizen suits, contaminated property disputes, toxic tort claims, contractual disputes, and complex commercial litigation. He complements his litigation practice by advising clients on risks associated with emerging environmental areas, such as PFAS and environmental marketing claims (i.e., “greenwashing”).

Handling cases in state and federal courts throughout the United States, Julius’s multifaceted experience in resolving conflicts enables him to achieve favorable results that satisfy both practical and economic objectives for the firm’s clients. He has significant litigation experience, including first-chair jury trial experience, which allows Julius to align his legal counsel with targeted actions to advance clients’ goals—even if that entails litigation avoidance strategies.

Environmental Litigation, Citizen Suits, and Enforcement Defense

Julius represents companies in citizen suits, government enforcement actions, and complex litigation raising environmental claims, including contaminated property disputes, product liability claims, class/mass toxic tort actions, insurance coverage litigation, and emerging contaminant claims (e.g., PFAS). His litigation and enforcement defense practice frequently arises under major environmental statutes and their state analogues, such as the Clean Water Act, the Clean Air Act, the Comprehensive Environmental Response, Compensation, and Liability Act (Superfund law), the Endangered Species Act, the Resource Conservation and Recovery Act, and the Safe Drinking Water Act.

Environmental Compliance Counseling

Julius is a trusted advisor who provides strategic advice to C-suite executives and operational personnel on various corporate environmental compliance and emerging risk areas, including ESG issues, such as environmental justice (EJ), and emerging contaminants, like PFAS. He works with clients to develop and implement environmental compliance programs and helps test their effectiveness through environmental audits. Julius also has experience overseeing corporations’ compliance under court-appointed monitorships, having played a leadership role in the Department of Justice-appointed Independent Compliance Monitor and Auditor team in the Volkswagen Dieselgate scandal.

Environmental Justice

Julius co-founded and co-chairs B&D’s EJ practice group. He represents clients in disputes raising EJ concerns, evaluates EJ operational risks, designs and implements comprehensive EJ strategies, and proactively incorporates EJ considerations into project development. Julius regularly speaks and writes on EJ issues and is routinely quoted on EJ developments in publications such as Law360BloombergInsideEPA, and E&E News. He also hosts episodes of Groundtruth, B&D’s EJ-focused podcast series created in partnership with the Environmental Law Institute.

Civic Involvement and Pro Bono Legal Service

Julius maintains an active civic volunteer profile. He is a founding member of the Men of Color Project (MoCP), an organization designed to build leaders in the legal sector, facilitate intergenerational support, and encourage community service and civic engagement among men of color in the legal profession. He is also involved in prisoner advocacy, having spearheaded the firm’s participation in the Clemency Project, where attorneys assisted low-level, nonviolent federal inmates in obtaining executive clemency via an Obama Administration initiative.

Since law school, Julius has been committed to providing pro bono representation, which includes his work securing the release of an inmate who was wrongfully convicted of murder after serving 24 years in prison. Additionally, he has represented pro bono clients in various areas of the law, including immigration, education, and landlord/tenant matters.

Julius is also a board member of Unity Christian Fellowship, a STEM-focused nonprofit youth development organization.
